Understanding CAFO - Background
As a farmer, you are responsible for proper management of your manure to help protect water/wetland, erosion and nutrient management. The EPA’s regulation of CAFOs dates to the 1970s but it wasn’t until February 12, 2003, that the rules on CAFO made such an impact on your operation. In an article published in the Federal Register, amendments to the 1972 Clean Water Act were addressed and new rules and regulations were established. In this article, CAFOs were clearly identified as operations with 1,000 or more animal units. New definitions have been established to help distinguish between a small, medium and large operation. Rules and Permits
To ensure manure management, the EPA has put together their rules and regulations to help aid you in meeting new guidelines for your operation. The EPA’s Final Rule creates standards for issuing permits to CAFOs and is designed to ensure that operations choosing to expand use proper planning, construction and manure management to protect the environment. Permit requirements vary by state, so it is important that you contact your state agency for more information.
